Since 2005, Israel has implemented a “welfare to work” program (dubbed the Wisconsin Plan) that serves primarily to punish and further impoverish the country’s most vulnerable residents, particularly Palestinians, Mizrahis, and ultra-orthodox Jewish religious families.
