Letter from the legitimate president of Mexico, Andrés Manuel López Obrador, to Secrectary of State of the Government of the United States of America, Hillary Clinton on the occasion of her visit to Mexico in March 2009.  Translation by Dan La Botz.  Spanish language original follows.

Honorable Mrs. Clinton,

Even though we Mexicans alone have the responsibility to confront and to resolve the internal issues of our country, we consider it relevant, given what you represent, to express to you the feelings of million of citizens who struggle on a daily basis to bring about justice and democracy in Mexico.

From our point of view, the problems of lack of safety and of violence in our country have their origin in the prevailing regime of corruption and impunity and in the fact that for 26 years we have had no economic growth and millions of young people have lost access to education and have not had opportunities for employment.

You surely know that all of this began when a group of about 30 influence peddlers and corrupt politicians, using as their shield the so-called neoliberal political economy, took control of the Mexican state, as well as of much of the wealth of the nation and the public budget.  And this politics of pillage -- which has enriched a minority in such an exaggerated and obscene way, as has happened in no other part of the world -- has condemned the people of Mexico to banishment and to bare survival.

Therefore, we think that it is a mistake to confront the problem of the lack of safety and of violence with an iron hand, with the military, with jails, with severer laws and longer prison terms.  The solution to the scourge of criminal behavior must come by retaking control of the state, by changing the current economic model, and by guaranteeing better living and working conditions to the population.  It should not be forgotten that peace and tranquility are the fruit of justice.

Consequently, Mrs. Clinton, as we at the time informed President Barack Obama, we hold that the solutions to the problem of migration and the problems of a lack of safety and security are not to be found in the construction of walls, nor in the militarization of the border, but rather in the economic and social development of Mexico.

That is why it is indispensable that the relationship between Mexico and the United Status be firmly based upon cooperation to achieve development and not on the use of force.

And similarly, we declare to you that, even though we suffer under the failed usurper government whose weaknesses could lead it to enter into agreements against the national interest, there also exist a strong citizens' movement and the commitment of many other Mexicans who are determined to prevent any interventionist posture and to defend our rights as free and sovereign nation.

We greet you with respect and we wish you a good stay in our country.

Respetable señora Clinton:

Aunque sólo a los mexicanos nos corresponde enfrentar y resolver los asuntos internos de nuestra patria, consideramos pertinente, dado lo que usted representa, expresarle el sentir de millones de ciudadanos que luchamos cotidianamente por hacer realidad la justicia y la democracia en México.

Desde nuestra visión, el problema de la inseguridad y de la violencia en nuestro país, se ha originado por la corrupción y la impunidad imperantes, y porque desde hace 26 años no ha habido crecimiento económico y millones de jóvenes han sido marginados de la educación y no han tenido oportunidades de trabajo.

Usted seguramente sabe que todo esto comenzó cuando un grupo de alrededor de 30 traficantes de influencias y políticos corruptos, utilizando como parapeto a la llamada política económica neoliberal, se apoderó del Estado mexicano, así como de una buena parte de los bienes de la nación y del presupuesto público.  Y esta política de pillaje que ha enriquecido a una minoría de manera exagerada y obscena, como no ha sucedido en ninguna otra parte del mundo, ha condenado al pueblo de México al destierro y a la sobrevivencia.

Por eso creemos que es un error querer enfrentar el problema de la inseguridad y de la violencia sólo con mano dura, con militares, con cárceles, con leyes más severas y con penas más largas.  La solución al flagelo de la delincuencia pasa, necesariamente, por rescatar al Estado, por cambiar el actual modelo económico y por garantizar mejores condiciones de vida y de trabajo a la población.  No debe olvidarse que la paz y la tranquilidad son fruto de la justicia.

Señora Clinton: en consecuencia, como en su momento se lo hicimos saber al presidente Barack Obama, sostenemos que la solución al fenómeno migratorio y a la inseguridad no se encuentra en la construcción de muros ni en la militarización de la frontera, sino en el desarrollo económico y social de México.

Por eso es indispensable que la relación entre México y Estados Unidos se finque en la cooperación para el desarrollo y no en el uso de medidas coercitivas.

De igual modo le manifestamos que aunque padecemos de un gobierno usurpador y fallido, cuya debilidad podría llevarlo a tomar acuerdos contrarios al interés nacional, existe también un movimiento ciudadano fuerte y la voluntad de muchos otros mexicanos, decididos a impedir cualquier actitud intervencionista y a defender nuestro derecho como nación libre y soberana.

Le saludamos de manera respetuosa y le deseamos una buena estancia en nuestro país.
